The Infant/Toddler Environment Rating Scale (ITERS) was developed especially for the assessment of infant/toddler group care. The ITERS consists of 35 items which assess the quality of center-based child care for children up to 30 months of age. This 35 item scale covers seven categories:
- Furnishings and Display for Children,
- Personal Care Routines,
- Listening and Talking,
- Learning Activities,
- Interaction,
- Program Structure, and
- Adult Needs.
Each item is ranked from 1 to 7. A ranking of 1 describes care that does not even meet custodial care needs while a ranking of 7 describes excellent, high-quality personalized care. The definitions for quality used in the ITERS are consistent with the Criteria for Quality Early Childhood Programs as stated by the National Association for the Education of Young Children and Child Development Associate Credentialing Program. A training video, instructor's guide, and video guide, and training workbook are available.
The ITERS can be used easily by caregiving staff for self-assessment, and by directors and supervisors as a program-quality measure for program improvement planning. For instance, if used as a self-study/self improvement guide, inadequate or minimal scores on the ITERS scale indicate areas for emphasis in training and learning. The ITERS can also be used as a pre and post test measure to assess the impact of training and continuing education. In addition, the ITERS can be used by agency staff to monitor quality.
